Wonderful +20:

Seong Mi-na, or Seung Mina, is the character I play in Soul Calibur, all the way back to the days of Soul Blade.  After enjoying her for decades the least I could do is add to her to my expanded fictional character hall of fame.  Mina gets her theme song Halcyon Harbor.

Guile, Ken and Vega are also men I've included in '100 Waifus' only to kick them out for better options.  But in this expanded field there's room for all.  I can also make clear that by Vega I mean the guy with the claws and mask, something I didn't have time for in '100 Waifus.'  Guile, Ken and Vega get their respective stage songs, no surprise there.

Emperor Palpatine is certainly a bad dude, but as a villain he certainly qualifies as 'moving and memorable.'  His warped visage, sinister voice, and full black cloak are as menacing as it gets.  His power with the force and doomful theme song (Emperor's Throne Room) are equally imposing.  He's one of the greatest fictional villains of all time.

The frustrating aspect of adding these characters is they all have obvious designated themes so I can't make use of any of my unused 5-star songs.  But they're deserving as fictional characters, not as song placeholders, so in they go.

There are two worthwhile characters from Basilisk I've stubbornly ignored -- Gennosuke and Hotarubi.  If a teenage mutant ninja turtle can get in, then surely these two actual ninjas should be allowed.  Gennosuke can receive Hunt or be Hunted, a perfect description of his plight in the story.  Hotarubi can receive The Phantom Forest, a suitably melancholy but dangerous tune that also references her abilities.

While I'm at it, I can add Yogiri from Sokushi Cheat, the almighty death dealer.  And Miyako from Imouto Sae Ireba Ii, the cute admirer of talented writers who becomes an editor to help them.  And Yuri from Ao Haru Ride, who cares about being cute and falling in love, which is what girls should care about.  And Yukari from Rosario Vampire, the loli witch.  And Fuu from Samurai Champloo, who was in '100 Waifus' until Fuu from Tamayura kicked her out.  Yuri receives Machi, a soothing song from FF1.  Miyako receives the wistful song Eternal Wind from FF3.  Yogiri receives the mysterious and slightly dangerous song Fate in Haze from FF5.  Yukari receives the cheerful but determined Fune from FF1.  Fuu receives the ominous The Great Northern Cave from FF7, because nothing good ever really happened for her.

In addition, I should invite Hikari, Himari, Ao and Tsumugi.  Hikari (Shiny Luminous) was in '100 Waifus' until Hikari from Brave Witches kicked her out.  Himari is from Dal Segno and got in '100 Waifus' almost entirely on her looks, before being kicked out again, but what's wrong with that?  She really is that pretty.  Ao and Tsumugi are side heroines in Summer Pockets.  Now that there's an anime I may as well celebrate with the two of them.  Hikari gets Ending Theme 2 from FF3.  Himari gets Ending Theme 3 from FF3.  Tsumugi gets The Oath from FF8.  Ao gets Gaitei Shinten from FF1.

Three previous girls were in '100 Waifus' mainly for their beauty, so now is a good time to invite them back:  Hiromi from Minami Kamakura Koukou joshi jitensha-bu, Mei from Dal Segno, and Hazuki from Dal Segno.  Hiromi got Movin' from FF8, a song as focused on moving as a competitive cyclist.  Hazuki got Mt. Ordeals because her life is certainly full of hardship.  And Mei got World Map from FF Tactics because it's the only song as bright and beautiful as Mei is.

While we're on the topic of 'beautiful so good enough,' Nakoruru from Samurai Showdown certainly deserves mention.  Nakoruru receives Attack Team from FF Tactics because she fights with a team of animals.

Meanwhile, Index GT volume 12 is in the midst of being translated.  I've read what's available and it's a pretty good book so far.  Boku no Hero Academia S7 is also out in bluray, so people may as well pick that up from nyaa.si as an archival copy.
